With effect from 15 April 2024, Thomas Guerin is appointed Deputy to the Head of the Legal Department, Mathias Pigeat. He succeeds Julien Neto, who was appointed Deputy General Rapporteur with effect from 18 March 2024, and will work alongside Gaëlle le Breton, who is also Deputy Head of the Legal Department.

Biography

Thomas Guerin holds a Master’s degree in European Union law (Paris 1 Panthéon Sorbonne) and the CAPA (a qualification to practice law in France). He spent the first 10 years of his career as a lawyer specialised in economic and competition law.

In 2019, he joined the Legal Department at the Autorité de la concurrence as legal advisor (référendaire). Over the last five years, Thomas Guerin has been involved in the drafting of several major decisions issued by the Autorité, notably in the digital sector (related rights, online advertising, ad tech, etc.). He has also contributed to the defence of numerous decisions issued by the Autorité before review courts and to joint work with other public authorities.
