Étienne Chantrel has been appointed Head of the Mergers Unit at the Autorité de la concurrence.
He will take office on February 1st.

 

Étienne Chantrel has been appointed deputy General Rapporteur and Head of the Mergers Unit, starting 1 February. He will take over from Simon Genevaz.
Isabelle de Silva, president of the Autorité, and Virginie Beaumeunier, General Rapporteur, would like to express their most sincere thanks to Simon Genevaz, who delivered outstanding work over the ten years he spent at the Autorité, first as a Rapporteur (case officer), then Deputy and finally Head of the Mergers Unit. They wish him all the best in his new position at the European Commission. 

Étienne Chantrel, who studied at the École normale supérieure (ENS Ulm), holds a degree from the Paris Institute of Political Studies (Institut d’études politiques de Paris) and from the National School of Statistics and Economic Administration (École nationale de la statistique et de l’administration économique ENSAE). He is also an INSEE administrator. Further, he holds a PhD in economics and lectured at university in Toulouse (instructor and then research officer) between 2002 and 2006. He was Deputy Head of the « Activités tertiaires et concurrence » (tertiary activities and competition) department at the general directorate of the French Treasury (2008-2010). He worked simultaneously as the case officer for the mission on the effectiveness of penalties in respect of anti competitive practices (2010). He then became Deputy Head of the « Politique macroéconomique de la France » (French macroeconomic policy) department at the general directorate of the French Treasury (2011-2013). He was later Head of the Eurozone section for the short-term trends department at INSEE (2013-2014). 

From 2014 to 2016, he was an adviser in charge of structural reforms and competition to the Minister’s cabinet of Economy run by Arnaud Montebourg and Emmanuel Macron, and was also an advisor at the cabinet of the State Secretariat for Trade, Craft Trades, Consumer Affairs and Social and Solidarity Economy from April to August 2014. Between September 2016 and January 2017, Dr. Chantrel was a policy officer at the general directorate of the French Treasury.

The Autorité de la concurrence is an independent administrative public authority which aims to maintain the proper function of competition in the markets.

It’s charged with three main missions:

- Detect and sanction anticompetitive practices (anticompetitive agreements, abuse of dominant position);
- Merger control (takeovers, mergers and acquisitions);
- Public recommendations - through opinions- in order to improve the functioning of the markets.
